    Combine the whole milk and heavy cream in a large, heavy-bottomed pot or Dutch oven.

    Bring the mixture to a rolling boil over medium-high heat, stirring occasionally to prevent sticking.

    Once boiling, reduce the heat to low and let it simmer gently, uncovered, for about 60-75 minutes.

    Kokin vinkki: Stir frequently, especially from the bottom, to prevent a skin from forming and to ensure even reduction. Scrape down the sides of the pot often to incorporate any thickened milk.

    Continue simmering until the milk mixture has reduced by about half and significantly thickened, taking on a pale, caramelized color.

    Stir in the granulated sugar, cardamom powder, and saffron threads (if using).

    Continue to cook for another 10-15 minutes, stirring constantly, until the sugar is fully dissolved and the mixture is very thick, resembling a custard.

    Remove the pot from the heat and stir in the finely chopped pistachios.

    Allow the kulfi mixture to cool completely to room temperature, stirring occasionally to prevent a skin from forming.

    Pour the cooled kulfi mixture into kulfi molds, small ramekins, or popsicle molds.

    Freeze for a minimum of 6 hours, or preferably overnight, until solid.
