Heat the mustard oil in a large heavy-bottomed pot or Dutch oven over medium-high heat until shimmering.

Add the green cardamom pods, cinnamon sticks, bay leaves, cloves, and black peppercorns to the hot oil. Sauté for 30 seconds until fragrant.

After 2 hours, remove the lid and add the water and green chilies. Continue to cook uncovered over medium-low heat, stirring frequently, until the liquid has almost evaporated and the oil separates from the masala. This process, known as 'bhuna', can take another 30-45 minutes.
