The method

    In a very large, non-reactive bowl, combine the sliced cabbage, julienned bell peppers, and sliced onions.

    Sprinkle the sugar for the vegetable toss over the mixed vegetables and toss thoroughly to combine.

    In a small saucepan, combine the white vinegar, the sugar for the dressing, celery seed, dry mustard powder, and salt.

    Place the saucepan over medium-high heat and bring the mixture to a rolling boil, stirring until the sugar and salt have completely dissolved.
